Q4 Hiring 2026: How to Plan
Around the Autumn Budget

The Autumn Budget on 28 October 2026 may cause most UK businesses to pause commercial hiring. If you want a salesperson productive in January, you need to be briefing now, not in late November.

Quick answer: The Autumn Budget on 28 October 2026 may cause most UK businesses to pause commercial hiring. If you want a salesperson productive in January, you need to be briefing now rather than in late November. A candidate on three months' notice offered in December does not close a deal until April.

Every year we see the same thing happen, and every year it surprises people.

The typical scenario

A sales director gets Q4 numbers approved in October. They brief an agency in November. They interview through early December. They make an offer just before Christmas, the candidate resigns in the first week of January, works a three-month notice, and starts in April. Then they ramp for a quarter. That hire contributes revenue in Q3 2027.

The role was signed off in October 2026. It may not pay back until well into 2027.

The current state of play

The KPMG and REC UK Report on Jobs published in August 2026, compiled by S&P Global from around 400 UK recruitment consultancies, found that permanent staff appointments stabilised in July after a 45 month period of decline. Temporary billings rose for a fourth consecutive month, temporary vacancies increased for the first time in two years, and the fall in permanent vacancies was the softest in 22 months. Starting salaries rose at a stronger pace.

That is the most positive assessment of permanent hiring in nearly four years.

Set against that, the Office for National Statistics reported on 18 August 2026 that UK vacancies fell by 6,000 on the quarter to 707,000 for May to July. Outside the pandemic, the last time the figure was that low was late 2014. The sharpest fall came from businesses with one to nine employees, which the ONS links to rising labour costs and operating expenses.

Why 28 October changes the Q4 calendar

Chancellor John Healey confirmed on 31 July, in a letter to the Treasury Select Committee, that the Autumn Budget will be delivered on Wednesday 28 October 2026. It is the earliest autumn Budget since 2021 and the first of the current administration.

Here is what that does to hiring behaviour. Finance directors do not sign off headcount when a fiscal event is weeks away. They wait. So a large share of UK businesses will hold commercial hiring decisions through October, then spend a fortnight digesting what was announced.

By the time headcount is released, it is mid November. Add roughly a four week search, add a two week interview process if all goes to plan, add Christmas, and the offer lands in January. Then, depending on the role, a one to three month notice period on top.

Everybody does this at the same time. Which means every business that waited is competing for the same candidates in the same four week window in January, against the same salary expectations, with the same urgency. Offer acceptance rates fall. Counter offers rise.

The back-timing that actually matters

Work backwards from when you need someone contributing, not from when you have budget. Assume a target start date of Monday 4 January 2027.

At Psixty UK we deliver a vetted shortlist within 48 hours and average 14 days from brief to offer, so our clients can compress the front end considerably. But you cannot compress a notice period, and senior commercial people are increasingly on two or three months.

If you are hiring a Sales Director or a VP, you are already tight for January. If you are hiring an SDR on a month's notice, you have until roughly the middle of November.

Which roles to move on before the Budget

What not to start in December: anything requiring more than two interview stages. Diaries fragment from the second week, key stakeholders take leave, and a process that stalls over Christmas usually loses its lead candidate to a competitor who moved faster in November.

The bottom line

The Budget is a date in the diary, not a reason to stop. Most commercial headcount is funded from budget that already exists, and very little of what is announced on 28 October will change whether a business needs another Account Executive in the new year.

What the date does change is timing. If enough businesses pause through October and restart together in November, the January market becomes crowded in a way it has not been for a while. The cost of waiting is rarely the Budget itself. It is the queue that forms behind it.

The practical step this month is a short one. Go through your open and planned roles and split them into two lists: the ones whose business case genuinely turns on what the Chancellor says, and the ones where it does not. In our experience the second list is nearly always longer than people expect. Those roles can start moving now, while candidate availability is high and the market is quiet.

The rest can wait until November, with everybody else.

Frequently asked questions

When should I start hiring for a January start date?

Work back from the notice period. For a candidate on one month's notice you need an accepted offer by early December. For two months, early November. For three months, early October. Add roughly four weeks for a typical search process, or around two weeks working with a specialist agency that can deliver a shortlist quickly.

Should I wait for the Autumn Budget before approving headcount?

For most commercial roles, no. Revenue-generating headcount funded from existing budget rarely changes on the basis of a fiscal statement. Waiting pushes you into a crowded January market where the same candidates receive multiple offers at once.

Is December a bad time to recruit?

December is a poor time to start a process and a good time to finish one. Diaries fragment from the second week and key stakeholders take leave, but candidates already in process are often keen to have something signed before the new year.

Is the UK job market improving in 2026?

Partially. The KPMG and REC UK Report on Jobs recorded permanent placements stabilising in July 2026 after 45 months of decline, and the first rise in temporary vacancies in two years. But ONS vacancy numbers remain at their lowest level outside the pandemic since 2014. Demand has stopped falling rather than started growing.

What is the best time of year to hire salespeople?

September and October, for a January start. This gives access to candidates before the January surge, allows for notice periods without pushing the start date into spring, and means a new hire is ramped and contributing by the second quarter.
